The Council of Europe/UNHCR HELP course on asylum and human rights was presented to justice professionals in the Western Balkans on 27 January 2022.

Participants became familiar with Human Rights Training Program for Legal Professionals (HELP) of the Council of Europe and its online platform which includes a catalog of 40 courses on human rights.

The group was welcomed by Kay Binder – Project manager at the Directorate General for Neighborhood and Enlargement Negotiations (DG NEAR), Andreas Wissner – UNHCR Representative to the European Institutions in Strasbourg, Caroline Lasen Diaz – Office of the Special Representative of the Secretary General of the Council of Europe on Migration and Refugees, as well as by Eva Pastrana – Head of the Justice and Human Rights Training Division, Council of Europe.

The online seminar began with a presentation of Murad UllaProtection Officer, UNHCR Office for Europe, on the situation of refugees and asylum seekers in the Western Balkans, focusing on issues common to asylum systems and the role of asylum professionals justice.

Anne Keyserlegal advisor to the Office of the Special Representative of the Secretary General of the Council of Europe on Migration and Refugees, gave an overview of the situation Council of Europe Action Plan on the protection of vulnerable people in the context of migration and asylum (2021-2025).

The support of the European Union Agency for Asylum (EUAA) to members of the courts and tribunals as well as past and future capacity building activities for third countries (Western Balkans) were presented by Paul Leplomb – Senior agent in the courts and tribunals sectors, and Charlotte Goyon – Strengthening the capacities of third countries, European Union Agency for Asylum.

Valentina Bozcoordinator of HELP in the Western Balkans regional action, presented the HELP program by introducing participants to its online platform and the HELP/UNHCR course on asylum and human rights.

Finally, the tutors had the opportunity to introduce themselves to the participants in view of the courses. Each tutor will lead a HELP/UNCHR course on asylum and human rights translated into local languages ​​and adapt each national legal framework over a 6-week period. Those who pass will receive HELP certificates issued by the Council of Europe.

The HELP course “Asylum and Human Rights” interactively covers key concepts, the international and European framework (UN, Council of Europe and EU) related to asylum and the impressive case law of the European Court of Human Rights (ECHR). and the Court of Justice of the European Union (CJEU). One of the main reference documents for developing this course was the Handbook of European law relating to asylum, borders and immigrationjointly developed by the EU Agency for Fundamental Rights and the European Court of Human Rights.

The course was initially developed in 2015 jointly by the Council of Europe’s (CoE) Human Rights Training for Legal Professionals (HELP) Program and the United Nations High Commissioner for Refugees (UNHCR). ). It was updated in 2021 as part of the EU-CoE project “HELP in the EU II” to contain the most recent developments.

The course consists of a introductory moduleas well as 4 specific modules address the main aspects related to asylum: non-refoulement; the right to life and the prohibition of ill-treatment; detention and reception; family life and effective remedies.

THE HELP online course on asylum and human rights is also available in self-study format on the HELP e-learning platform for any legal professional interested in the subject. It can be followed in English and French as well as Albanian, Bosnian, Bulgarian, Greek, Flemish, Italian, Georgian, Russian, Serbian, Spanish and Turkish. Those who complete it in self-study mode can obtain an electronic “Declaration of Achievement”.

The course is launched within the framework of the regional action “HELP in the Western Balkans” within the framework of the joint European Union/Council of Europe program “Horizontal Facility for the Western Balkans and Turkey 2019-2022», implemented by the Council of Europe.
