Mojca Štruc, Head of the Digital Inclusion Sector, presented the Digital Slovenia 2030 strategy, which is a comprehensive document for the digital transformation of the Republic of Slovenia by 2030 and defines the main strategic development directions for the future . The main challenges are identified in six priority areas: gigabit infrastructure, digital transformation of the economy, digital public services, the path to a smart society 5.0, cybersecurity, digital skills and inclusion, as well as related topics such as enabling environments and the green transition. The overarching objective of the strategy is to promote the digital transformation of Slovenia in all segments, namely society, state, local communities and the economy.
Then, Tadej Gabrijel, Deputy Director General of the Directorate for Development of Digital Solutions and Data Economy, presented the Digital Public Services Strategy 2030, which clearly defines the direction of the development of digital public services in Slovenia, placing people and businesses at the center of digital transformation. The strategy aims for citizen- and business-centric digital public services that enable citizens and businesses to interact with public administrations in an integrated, coordinated, secure and efficient manner.
The study visit is organized by the Ministry of Public Administration, which is hosting a foreign delegation of 17 representatives of the intergovernmental organization Regional School of Public Administration (ReSPA) in Slovenia from September 25 to 27, 2023. familiarize the delegation with the activities of public administration reform processes, the area of strategic planning, decision-making processes and improvement of legislation.
ReSPA is an intergovernmental organization working to strengthen regional cooperation, promote common learning and support the development of public administration in the Western Balkans. ReSPA aims to help regional governments develop better public administration, public services and comprehensive governance systems for their citizens and businesses and prepare for membership of the European Union.
ReSPA operates through regional networks at three levels: ministerial, senior civil servant network, expert working groups and high-level practitioners. The organization also has a program committee, composed of representatives of the institutions responsible for government policy planning and European integration coordination processes, and four regional thematic groups:
– policy planning, better regulation and coordination between government centers;
– European integration and accession negotiations (with particular emphasis on governance aspects);
– governance and human resources development;
– provision of services (digitization and quality management).
The Regional Policy Development and Coordination (PDC) Thematic Group provides a regional platform for experience sharing, mutual learning and program streamlining, as well as exchange of experiences with Member States of the OECD and the EU. Through the work of this group, ReSPA will also promote and support other relevant policy dialogue forums. The members of the PDC Group are senior civil servants from different structures of the government center. It includes 17 representatives from Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia (three senior officials from each country and two ReSPA members), to familiarize themselves with the current situation in Slovenia and the activities of public administration. reform process.
