The Parliament of Montenegro today elected the country’s 44th government, with Milojko Spajić as Prime Minister.
The new Minister of Mines and Energy is Saša Mujović, dean of the Faculty of Electrical Engineering in Podgorica. The President of Kolašin Municipality, Vladimir Martinović, became Minister of Tourism, Ecology, Sustainable Development and Northern Development.
In his presentation, Prime Minister Milojko Spajić said that energy represents a great development opportunity for Montenegro and indicated two directions of action for his government: Vijesti reported. The first is the adoption of the new energy development strategy.

The government also plans to carry out a detailed analysis and carry out a study on the maximum capacity of solar power plants and wind farms that can be built in Montenegro without endangering the stability of the electricity system. It will also launch the construction of energy capital based on a technical-economic analysis of the various existing solutions, as well as new ones.
The second line of action concerns short-term planning and improvement of existing energy infrastructure. The new government intends to modernize the distribution network with new lines and substations with the aim of improving the quality of electricity supply to consumers, especially in the coastal region and in winter tourist centers from Žabljak and Kolašin.
The dean of the Faculty of Electrical Engineering will be in charge of energy
Saša Mujović was born in 1978 in Kotor. He completed his primary and secondary education in Podgorica in 1993 and 1997, respectively. He graduated from the Faculty of Electrical Engineering in Podgorica in 2001.
Mujović was awarded as the best student in the class, according to the biography published on the faculty’s website.
He also obtained his master’s degree and his doctorate from the Faculty of Electrical Engineering, in 2004 and 2010, respectively.
In January 2002, he joined the Faculty of Electrical Engineering in Podgorica as a teaching assistant. He was appointed assistant professor in 2011 and associate professor in 2016.
Since 2019 he is Dean of the Faculty of Electrical Engineering in Podgorica and a member of the Senate of the University of Montenegro.
He was a member of the Board of Trustees of the University of Montenegro from 2007 to 2009 and a member of the Center for Young Scientists of the Montenegrin Academy of Sciences and Arts from 2011 to 2018.
From 2013 to 2019, he served as vice-dean at the Faculty of Electrical Engineering. Since 2019, he has been the Dean of the Faculty and a member of the Senate of the University of Montenegro.
His research interests include power quality, power system operation and planning, and smart grids. Spajić’s party, Movement Europe Now! (PSE) proposed Mujović for the ministerial post.
The President of Kolašin Municipality will be in charge of the environment
Vladimir Martinović was born in Kolašin, where he completed his primary and secondary education. He graduated in 2012 from the Faculty of Law in Podgorica with an average grade of 8.34 out of 10 and in 2013 he completed specialized studies at the Department of Justice of the faculty with an average grade of 10. He also graduated from the School of Democratic Leadership. .
During his studies, he was a representative and member of the faculty debate club, with which he won numerous awards, according to the Kolašin Municipality website.
He worked in a law firm in Podgorica.
Martinović was nominated by his party Demokratska Crna Gora for this position. He has been vice-president since June 2015.
He has been a deputy since August 2020. Martinović is part of three committees. He is also a deputy member of the Parliamentary Stabilization and Association Committee.
He was elected president of the Kolašin municipality on December 18, 2022.
